“..two of every kind will come to you to keep them alive.” -Genesis 6:20
God had a plan to save humanity, and He gave the blueprints of this plan to Noah so he could take part in this endeavor. Noah was to build a lifeboat (the Ark) to preserve God’s creation and start fresh again. Part of this rescue mission involved Noah bringing the animals into the Ark. But it wasn’t a search and rescue mission, no Noah didn’t have to go searching and trapping the animals against their will, instead God brought them to him and to the ark.
It is no different with God’s plan for our lives today; we might take a part or role in His plans for us, and we might have instructions on how to go about things (Bible) but ultimately it is God who makes plans prosper, for where God guides He provides. In regards to ministry Paul put it like this “So then neither he who plants is anything, nor he who waters, but God who gives the increase.” (1 Cor 3:7). Often Christians will try to make things happen for themselves, they’ll try to push and force things through so “their plan” doesn’t fail, they try the latest gimmicks, compromise, make a few calls here and there, but at the end failure still comes because it was man doing it and not God Himself.
God just wants us to be faithful in putting the empty vessels out there and standing by them, and He will be faithful to provide. God will add to the church as He pleases but we must be faithful in doing the work of ministry - building the ark and pointing people in the right direction. (Acts 2:42, 47) Like Noah we must stand by God’s plans and wait for Him to provide the necessary elements for success.
